| Mark Fuqua, a native of Missouri, received his Bachelors of Science Degree in Education from Northeast Missouri State University in 1973. Mark also has graduate hours in Business Administration. He was employed by the Mark Twain Regional Council of Governments in 1988. In 1991, he was appointed Executive Director. Prior to working for the Mark Twain Regional Council of Governments, Mark worked with the Head Start Central Office in Hannibal, MO for five years. |

| Robin Fitzgerald, Assistant Director, has been employed by the Council since 1978. Throughout the years, she has held various positions with the Council, all of which have provided her valuable knowledge and expertise. In addition to Robin's duties as Assistant Director, she is also the environmental review officer, performs community and economic development activities, assists in transportation planning and is the Council's grant writer and administrator. Robin enjoys the diversity of her job and the frequent challenges presented to her by member cities and counties. She resides in Monroe City and has two children, Amanda and Dane. She is a member of the Monroe City Christian Church, enjoys traveling, music, dancing and outdoor activities. |

| Pat Buffington, Housing Coordinator for the Mark Twain Regional Council of Governments started her housing coordinator career in 1977 with the Mark Twain Regional Advisory Commission. She coordinated the housing programs until leaving that position in 1985. In 1985 she pursued a career as the Branch Director of the Olsten Healthcare Agency which included the administration of in-home-healthcare for approximately 250 employees. In January of 1996, she returned to the now Mark Twain Regional Council of Governments and became Housing Coordinator of the housing programs. She is presently coordinating housing grants in Monroe City, Jacksonville and Hunnewell. | |
| Fiscal Officer | Joni Botkins |
| Joni Botkins, a lifelong Northeast Missouri resident, began her duties as Fiscal Officer for the Mark Twain Regional Council of Governments in July of 1998. Prior to her employment with the Mark Twain Regional Council of Governments, she worked in the Accounting Department at Leggett and Platt Aluminum Group in Monroe City, MO for ten years. Joni resides in Monroe City, MO, with her husband Jeff and three children, Jaymee, Jordan, and Justin. |

| Transportation Planner | Brad Larson |
Brad Larson started working for the MTRCOG in the summer of 2005. Brad was born and raised in Ames IA. He graduated from Iowa State University with a B.S. in Community and Regional Planning with an emphasis in land-use planning. Brad resides in Mexico. Prior to working at the MTRCOG Brad had internships at the City of Ames Planning Department and the Center for Transportation Research and Education. |
