The intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) required that transportation planning include public, private and governmental input at the grassroots level. Prior to this legislation, MoDOT was already searching for a planning partner that could involve all stakeholders in rural areas, much like metropolitan planning organizations have done in urban areas. MoDOT formed a partnership with Regional Planning Commissions (RPCs or COGs) to seek ways to involve the public in transportation decision-making, and the result was the formation of Transportation Advisory Committees (TACs) for each RPC.
The Mark Twain Regional Council of Governments Transportation Advisory Committee (TAC) was created to help advise the MTRCOG on transportation related issues. It is comprised of two voting members from each county, one member being a locally elected official and the second member being a non-elected official.
